The Miami Seahawks (which bombed) became the Baltimore Colts, who moved to Indy to become the Indianapolic Colts. Indy did not have a pro team before the Colts moved from Baltimore.

Indianapolis did not have a professional football team until the Colts moved from Baltimore. Anytime a team changes cities, they should have to change names too.
