Let's see, Lassen county is the poorest in California, Chester county in South Carolina is pretty poor, I'll pick up on Camden, NJ, so there are 3 areas for you. As for the why, I believe that it is based more on the expectations of the people there than for any other reason. If people believe that they are poor, and want to remain where they are because it is easier to them, in their belief to stay where they are, then that is just what they will do. Some remain because they just don't want to become an outcast from their family and Friends if they better themselves. It isn't the government's fault. There is a plethora of benefits available for the disadvantaged if they will simply reach out for it. Yet, they will not. So, by studies done to research the issue, and observation, the "why" is the decision of the people, and only the decision of the people. What they believe to be true, is true for them. The quote "don't confuse me with the facts, my mind is made up" is very applicable to these situations.

I would guess that the poorest areas in America are concentrated in the rural South (such as Missisippi, Arkansas, parts of Alabama, South Carolina, and West Virginia). Other very poor areas are in the West, such as Wyoming. The main cause of poverty in certain areas of the U.S. is the lack of development. There can be a number of causes of this. These include the lack of educated work force, the concentration of low value added industries, such as agriculture or resource extraction, and the distance to markets for products.

Southern Arizona, Texas, New Mexico are poor area because the lack of economic investment in education, instructure. Same with Appachlia areas of West Virginia, SE Ohio, and Kentucky because of the same factors, but also because Appliacha was too dependant on coal industry, heavy industry for the source of income.Then you have Mississippi, Lousiana those areas are poor because the lack of the same investment in education, and the choices the population makes there partly to blame. The US, and Mexican border areas the per captia income are less than 20,000 a year on average, and in West Virgina its around 20,000 per capita, but the income gap rural vs urban about 2 to 1 ratio really, out the big cities incomes drop by 30% or more in some areas even in minnesota here they do that. Todd county average is $17,000 a year while Metro Area around $50,000 a year. income gaps are wide in America, but your a lot better off in West Virgina than most places in the world.

Last week Diane Sawyer had a program on about poverty, and it was stated that Camden, New Jersey is THE poorest and THE most dangerous city in the nation.

That's one of the top five. Sorry, I don't have facts about which are the other four.

I live in Michigan, and the poorest city i have EVER been in is Flint. It is very run down, and there are not a lot of jobs, so most people have a very low paying job, or are on some kind of fixed income from the government. I live near Flint, and Most people that i know live in Flint. Detroit, in some parts, is also very run down. But there are some VERY rich people that live in Detroit. Some of the houses are Absolutely Rediculous. My dad lives in Detroit, and he lives in a pretty nice neighborhood, but about 2 blocks down is a Very bad area. Most of the houses are boarded up.

Only my opinion from my dealings with and travels with certain areas : Southern areas along the gulf coast.
