anyone know of a budget hotel in central Athens with a rooftop terrace.

If you are looking for budget hotels, (not grand Bretagne, Intercon, Tatania, Etc), I strongly recommend Hotel Plaka or Hotel Arion. Both have a fantastic rooftop terrace and a stunning view of the Acropolis. See their web sites for photos. Both are 4 star Hotels, but very reasonable priced. Last I checked it was less than 80 ero per night double. Hotel Plaka has a nice little bar on top at the terrace as well, not to mention being in the middle of Plaka....everything is at your doorstep!
If you want even more budget minded choices, try the Hotel Phaedra or Adams Hotel, both in Plaka and both with a great views of the Acropolis, only less frills.

Hotel Zafolia is a budget hotel about $159 a night 4 star and has a pool and rooftop.

There are many including the Hilton and Ledra Marriott and Grand Britagne on Syntagma Sq. Depends on how much you are willing to spend to swim with a view of the acropolis.
