I've seen it on TV so im wondering if ppl do it in real life and if its cute? How do u no what matches?

it could be. a tank over a short sleeve (crew neck or polo) may be really cute.
make sure the shirt underneath is a solid color, and the tank top has some kind of print or pattern that uses the shirt's color.

Yeah, I do that. It looks really cute with denim, whether it be a miniskirt or jeans. I usually do a 3/4 sleeve light pink henley tee underneath a striped, ribbed tank top (You can't use a cami or a thin-straped tank, you need to use one of those think, ribbed ones) in pink with dark pink and red stripes. So basically, you do a 3/4 sleeve henley in any light color and put on top a ribbed tanks top in the basic color but with some other colors or a design thrown in. I recommend the Gap to buy this stuff! Also, this look looks really cute with a denim miniskirt from the Gap with black leggings and denim ballet flats!

Yeah, if you do it right. The colors must compliment each other and it needs to look nice. You can put a tank under a jacket or wear it over a plain shirt. I've seen people do it with camis and stuff. Layering is in style now!!!

Yes.
*Wearing a long sleeved shirt with a no sleeve tank on top is okay only if they are the same fabric, such as cotton, and they have no ribbing. (ex: pea green with a salmon colored tank ontop)
*I also think the straps on the tank shouldn't be too wide or think or that'll be the main focus. Thinner straps are good, not spaghetti.
