Yes, the December food riot in ST Petersburg Russia in 1905.
Temps were around -10 Fahrenheit.
There were also riots in St Pete in WW1 during cold weather.
IF one considers the start of the Bolshevik revolution a "riot" (and one can make that assertion), then November 1917. Temps were about 20F.

The Boston Massacre was NOT a riot. But there have been many riots after Super Bowl teams win. In their home towns there are often street riots celebrating the victory. Of course certain ethnic groups use the victory as an excuse to vandalize property, steal stereo equipment to give to their illigitimate children and family members, or simply strike a blow back at the "man." Sadly this is often the legacy of Super Bowl victories. Only a few hours will tell if that holds true for Chicago or Indianapolis.
