Outside of aggression and psychotic people, why would someone not be afraid to let you seem them staring at you? Because normally, I think if you caught someone who was staring at you, they would turn away, but if they don't, what is this about?

I have been in this situation where a man was starring at me and I starred right back at him till he would look away. Only thing is he didn't look away for 1 minute! and one minute of starring eachother in the eyes can feel like a lifetime! I think they just have a need for power and authority. They like to show people they can herass you without touching and you cant press charges against a person for starring at you. Its really creepy and if I feel threatened, I say something like "Hello, how are you?" just to throw them off track. Kindness kills so kill them with kindness and see how they react.

Good friends and family will not be particularly inclined to look away as they know you well enough. Also, if the person has some sort of attraction to the starer and isn't shy, they may keep looking.

one time my husband and kids were eating in a restaurant...I was talking and happen to look over and a man was staring at me..I thought at first he was looking at something behind me...but when I got up to go to the restroom..he watched me from the time I got up till the time I sat back down..and for about 15 to twenty minutes the guy just kept watching me...the only time he looked away was when my youngest ask why the man kept looking at mommy...than my husband turn around and looked at him...but the moment my husband turned his back...he was watching me again......I have no idea what the deal was...but it really made me feel uncomfortable...

1. They could like you (but we're not in a highschool tv drama)
2. Having you catch them stare could be like a sort of assertion challenge, 'I dare you to stare me down.' kind of thing.
