I'm restoring an old hotel and a lot of the glass exterior glass windows have what looks to be chicken wire embedded in it. Was this for safety?

the chicken wire was the old time version of safety or tempered glass was used a lot on door windows in schools.

more of a security thing Banks had them. Just a rock thru the window was not enough to get in. you had to get past the wire which means you need clippers. It would slow up a thief.

Yep. But its also a protective barrier against damage caused by the flash of gamma rays (?) if ever an atomic explosion were to occur nearby. No kidding, really.

Primarily it was for safety. And to a smaller extent security.
