The whole concept of My Super Sweet 16 is just way over the top and better suited for a blow out for your 18th birthday. I love the idea of a pamper yourself party with a trip to the salon for manicures and spa pedicures. Then, go and have dinner at a fun and hip restaurant and spring for a hotel room for a sleepover.

I'd go for all the usual themes, tried and tested is the best.
Perhaps a dress up one- my friend had a terrific one entitled 'Super heroes and Super Villians' which turned out really well.
Or perhaps a really chilled out scenario, where everything is cool and easy, and there is no emphasis on anything specific. Relaxed is the way to go.

Here's good idea that my sisters and I used to do.... You get a bunch of weird utensils (such as a potato masher for a fork, a jar for a cup, a serving tray or relish platter for a plate) and serve spagetti for dinner and everyone has to eat it using their weird utensils...its a lot of fun. :) Good luck.
