Because Adams had been paying muslim terrorists to release American merchant ship crews the kidnapped in the Mediterranean Sea instead of defending Americans. When Jefferson took office 20% of the US federal budget was going to free hostages held by muslims in North Africa. Jefferson said, "millions for defense, but not one cent for tribute". Now we are fighting muslim terrorists again. Not much has changed. Muslims are still terrorists, and some Americans are still appeasers. The koran Kieth Ellison used for his swearing in was owned by Jefferson. He bought it to see whether the muslims terrorists were really motivated by islam or were just using islam as an excuse for terrorism. His conclusion is that islam is a terrorist religion, and he dealt with muslims using the only thing they respect, superior military force.
