There are several ways to decide on the "best" public education: what percent of kids get advanced education (college), which ones have kids with the highest IQs, which place has the least school violence, etc. etc. Overall, i would say that the Japanese education system is among the best since all children there are well taught the basics (reading, math, etc.) and a very large number go on to university.

The quality of the education doesn't matter if the child doesn't get anything out of it. Most of what the child learns depends on how much he is pushed to learn from home sources.
