if my cell phone is turned off will it still display missed calls when I turn it back on?

Nope you've got to leave the cell phone turned on..

I know it sucks, I have a Razr where the battery lasts less than 24 hours..

Nope... If your phone is turned off as in "disconnected". You wont get missed calls or your voice mails.
However, If you just manually turned your phone off then you should get your voicemail...if anyone left a message.

turn on voice mail. and you will recive mesage about missed calls.
