My father was alate Phil WWII veterans can my mother or any of his siblings can apply for us naturalization?

You need to provide a little more information. Soldiers from many countries served in WW II. If you are saying your father served in the US Armed Services in WW II and he was honorably discharged, it may well be that his widow or children could apply for citizenship. I don't know about his siblings (brothers and sisters).
