Hiring managers read the resume first to see if you have the "key words" that they are looking for. These are the skills, experience and education that they listed in the advertisement for the job.

Then, if interested, they read the cover letter looking for errors, typos, additional info and such.

The number one biggest mistake job seekers have when submitting a cover letter is using a generic letter and leaving some other hiring managers name on it. You cannot believe how often that happens.

I think the cover letter is more "important" of the two choices. The reason is that you have the freedom to express yourself and explain, to the point, as to why someone should hire you. Your resume is simply a history of your past work experience.

The resume, definately! But keep it to the point otherwise it will get binned very quickly regardless of the content. Employers don't want to have to read an essay, they might have several resumes to get through at a time so grab their attention quick!
