NO. Contrary to common portrayal(such as the movie "Barnyard), males do NOT have udders. Only females. And if you really want to get into it, the males are not even really called cows. Males are bulls. The species is bovine, not cow. Cow is the term for a female bovine.

Contrary to what most people are telling you male cows, bulls or steers do have a form of an udder. You can equivocate this to human males who have breasts as well as human females. The udder serves absolutely no function on a male cow as it is very reduced in size and is found behind his scrotal sac if he has one. Unlike in the movie Barnyard they are not prominent and one has to look closely to see them however they are there.

okay the people are wrong! i male cow doesn't have udders ok!!!....Male cows only have BALLS! &..when the baby male cow is young they will be banded (just like cut off) of them. Bulls you c are male cow with balls (they can breed). thats the facts!
