in case you have a frozen bagel that's been in the freezer for about two years. it might actually taste new if you toast it to death. or, you could throw it at the neighbor who steals your parking spot (the bagel, not the toaster)

It's a combined plot between the toaster makers and the bread companies. If you keep cremating the toast then you have to keep buying extra bread.

Good question!! I often wonder that. My step-dad has the setting high as he likes his toast burnt. But he does not have it on the highest setting - the highest setting turns toast to charcoal!! What's the point??

Frozen toast? God knows....
But then again, some people have a thing for burnt toast, namedly my mom.
Keep in mind, however, that more things than toast can go in a toaster.
