car must have the correct coolant level, for the system to work properly..if coolant is correct, then you could have other problems, like the thermostat could be stuck, the radiator with blockage, or the heater core with blockage, or the heater control unit, for the blend door could be stuck, or the blower fan could have locked up...just so many things...If you would like for me to help you check some things email me and will help you sort this out...

very probably your problem is air in the system and is needing bled. depending on make of car, best way (if no bleed screw is present) is to loosen highest coolant hose with heater controls set to hot and run engine until no more air comes out. remember to top up antifreeze level after this. Unlikely to be head gasket unless you see oil in coolent water or bubbles in header tank

if the thermostat is functioning correctly the engine should atain running temperature within 1 mile of being started from cold also if the system is working correctly the top and bottom hose should both be at the same temperature ie hot (carefully) you can test the thermostat in a mug of boiling water and watch it open if problem persists when thermostat is ok flush out the heater metrix

Check the water level in the radiator. If it's low there won't be enough to fill the heater matrix.

If you haven't had the car on for long, it may take time for it to warm up.

you could need more antifreeze in the radiator. or your heater core may be going. but most likely you need more antifreeze or even if you haven't had it changed in awhile, it may need changed.

I expect low coolant level, make sure you use antifreeze.
