First, the sea level is different on the two sides, by about 8 inches (20 cm) - see here: http://www.pol.ac.uk/psmsl/puscience/index.html

But the locks are needed because the canal does not remain at sea level, but lifts the ships up and over hills in the middle. The highest point is 85 feet above sea level (or 85 feet 8 inches). The locks are run by water from reservoirs in the mountains.

You need the locks on the Panama Canal because going inland, the land gains height before dropping again to the ocean the other side. Any difference in sea height on either side (due to tidal variation,surface currents) is negligible by comparison with the variation in land surface.

If you take the long route and sail around the "cape" you'll find there is no need for locks at the southern tip of Tierra del Fuego...

Because panama is a mountainous country and ships go up then down again. Atlantic and Pacific merge at Cape Horn at the bottom of South America.

the sea are affected by tides. the tide state will be different at each end of the panama canal however, the real reason for locks is that the canal is linked to several lakes. these are not at sea level so, you need the locks to gain height to access the lakes and to lose height at the other end of the canal.

There is a lake in the middle of the canal that is 85 feet above sea level.

The seas are the same level as each other You will find its the land thats at different levels surely
