You really need to qualify what you mean by the best. The reality is that it all depends on what you get out of it. I'd just pick one that is affordable/convenient for you out of the following list, which is by no means comprehensive:
-American Academy of Dramatic Arts
-Midsummer Shakespeare Co. at Queens College
-Idyllwild Arts
-Carnegie Mellon Summer Program
-The Acting Workshop at Berkeley
-Columbia College Chicago High School Summer Institute
-Duke University Pre-Collegiate Program in Film-Making
-New York Film Academy High School Camp
-Northwestern University's Media Arts Summer Program for High School Students
-Tisch School of the Arts

The Kansas City Art Institute offers a Pre-College Art Lab program for high school students. (PCAL) I think the price runs around $2,000? But, if you successfully complete the program and enroll at KCAI, they'll give you a $1,000 scholarship per year. I myself didn't have the time to attend the school's PCAL, but am currently a sophomore majoring in Design here. A lot of students I've talked to had pretty good experiences with the summer program. Unfortunately, I don't know what financial aid they can offer on this. Good luck!
