If I get a degree to teach high school English in the US, what would I have to do to teach it in Canada?

In all honesty I don't think US credentials compare with Canadian credentials. If you want to become a high school English teacher in Canada you have to get a four-year degree in English (there's a little room here for a degree in Creative Writing, Journalism or Communications if you take specific courses) and then a two-year degree in Education. It would be very difficult for a newly-qualified American teacher to compete with their Canadian counterparts; you'd do better waiting until you had a few years' experience under your belt before applying for jobs. Keep in mind that there are MANY Canadians qualified to teach, so you would probably have a hard time getting a visa unless you were married to someone in a high-demand field of employment.

You would need to contact the Ministry of Education in the province in which you wish to teach. In Ontario and a few other provinces, you would have to contact the College of Teachers. They will assess your qualifications and give you a letter of standing.

At a minimum you must have a B.A. plus teaching certification to teach in most jursidictions.

There is no official language of the United States. The law that was passed makes English the National language but that's not the same thing.
