I have really bad eyesight and i am only 18. I am fed up with having to wear glasses to watch the tv or see things that aren't close to me. When i go out and people wave to me but i don't even know who they are because i can't see them haha!

Unlikely its effectively classed as a cosmetic procedure. Also breast augmentation is also no longer freely available. It is occasionally allowed under special rules system if the patient is deemed by a specialised NHS psychiatrist to have major psychological problems which make the procedure necessary.
