Hang out with him A LOT!!! Get to know him better. When you know everything ( and I mean everything) about him, you are ready to make your move! If you know who he likes, then don't do this plan after this sentence. Okay. Before the day of Valentines day, ask your mom if he can come over to your house. And when it's your valentines day, tell him to come over to your house(you pass a note to him or tell him sometime but not at the end of the school day). If he says no, then try to make him come over to your house. Try really hard. Send him something he likes. And say it's from your secret admirer. And when he tells you this, you'll know your plan it working. And after he goes to your house. This is the important part. Tell him you like him. If he is says no, then be strong and say " That's okay". If he says yes, then the plan worked. Just give it a shot!!!! : )

Well if you two are really good friends you should know what he likes. But there's a bad side to that because he might know you too well so he'll probally be thinking why does she randomly like this now & stuff like that. But you should just tell him you like him, if he was a really good friend he wouldn't be freaked out about it. But atleast he'll know you are attracted to him. & hey you never know he might feel the same way too.

Use a shotgun and tell him he has to like you or else! That has about as much chance as anything of MAKING him like you. Perhaps a better way would be to allow him to like you by asking him if he would ever consider you for his GF?

he is already a friend and likes you< so are you talking about him being your boy friend? that is a whole different plan, and the easiest way to know is to ask him if he is interested in being more than just friends, and accept his answer
