Scarlet never really loved Ashley, she wanted what she couldn't have. very safe. Rhett had a high regard for melanie as a lady and trust worthy. He was devoted to her character and morals.

I think the whole point of GWTW is that Rhett and Scarlett always loved each other, but were too proud/stubborn to admit it. I think Melanie and Ashley were distractions/consolations/jealousies.

Think of how different the book would have been if Rhett Scarlett had professed their true feelings for each other in the beginning, and throughout the book.

What does "in love" mean? Rhett loved (valued and dignified) Melanie. He was serious and intentional and self aware. But the love included no sexual excitement. On the other hand, Scarlett worked herself up into a lather of passion for Ashley, not a real man that she knew, but a romantic figure of her imagination. No doubt this included some sexual excitement, which would have been shortlived had they ever consummated a relationship. Scarlett and Rhett had sexual passion but no love. Margaret Mitchell was a good observer of human relationships. We see these complications all the time.

He wasn't in love with her at all. He admired and respected her greatly, but he wasn't in love with her.
