It means the tragedy in life is a shiftless person who does not strive to either give his all for a dream or is unwilling to set any goal at all. Those who do have a goal but don't reach it because of their inability to is not such a great tragedy compared to the former. The speaker wants everyone to recognize that as long as you stretch your true potential on some worthy goal, then tragedy is beneath you. After all, the fuel of human achievements is motivation and motivation is spurned through goals.

It is kind of the same as "I would rather have loved and lost than never to have loved at all" isn't it? It means exactly what it says. Live your life to the fullest. Have goals to reach and work toward those goals. Even if you never get there at least you tried. The tragedy is in not trying.

The tragedy if one does not have a goal or vision he she wants to reach, is that this person drifts and is pushed around by influences coming from outside this persons will as this person does and has not developed his own will. And this is truly tragic as this person will not go anywhere at all, in the best case he or she goes around in circles, in the worst case ends up somewhere disastrous or sad.
If you follow a goal even if you do not reach this goal, it is better then having no goal at all, as you have sharpened your will and you gained strength in the process and immense wisdom.
A person without goal is like a leave in the wind. He or she will end up where the wind blows it to.

What the author of this quote means to say is: even if you don't reach your goal (whether it be something as menial as losing five pounds or as ambitious as becoming president) there is nothing wrong or tragic about that. The real tragedy in life is never setting goals for yourself in the first place.
