my friend had her cell phone shut off, was late paying her bill, she just got her next bill and they are still charging her for service.. can they do that?

Of course. You are contracted to the network for a certain period of time, paying for a monthly plan. Wether you use their service or not is not their problem and if you are not using their service because you didn't pay your bill you have broken your contract.

Yes they can and be sure to write and tell them that you wish to cancel the contract at the end of its term or you may find you are contracted for another period

yes. she is under a contract and they make you pay the monthly fee rather the phone is on or off. if she cancels the contract they make you pay a cancellation fee that's even more expensive.

yep.if shes in a contract!!! she will have to pay for the qhole 12/18 months!!! :-(

If she signed a contract, yes they can and will until the contract is paid in full.
