Ok well so far i can't find the exact dress with the sequins, but maybe one of these would work:

(its the right style, just missing the sequins along the top)
Also try to get a stillshot of the dress, buy the materials needed and take the iea to a dressmaker or seamstress. they could easily reproduce the dress exactly how you want it. Good luck!

My guess would be a formal wear website with a cocktail selection. I haven't seen the video but by your description that would be my guess.
