Just some thoughts here, take them as you will:
--Exhaustion. Our emotions are in part a by-product of the interaction of our nervous systems and the rest of our bodies, including our hormones (endocrine system). Any link in the system can get fatigued, or tired, after a long period of stress after stress after stress....
--Allergies. Sometimes our sinuses can get so messed up that the tear glands no longer work right. Generally speaking if your nose is perpetually clogged up, crying for emotional issues is going to be a problem because your eyes might well be watery all the time....and eventually dry out.
--Side effects from medications. If you have all the reasons in the world *to* cry, you might end up on anti-depressants or other medications that control moods. And if a medication can cause *dry mouth* it can also potentially dry up the nose and sinuses too, and the tear glands along with them.
The biggest thing, in my humble experience though is:
--Shock. Something has happened that has taken you so aback that you *cannot* react and keep on functioning. This happens a lot with people--we will make that sacrifice to keep going in the short term even if it makes the trauma emotionally worse in the long term. Maybe whatever has happened is just so bad that it just isn't *safe* for you to react now. It happens.

I would think that person is blocking themselves in some way, feeling that by crying they will lose their strength or will to move foward, or any number of unconscious reasons to hold back.
In fact by withholding their tears they can cause many detrimental effects on the body, such as build up of toxins, ect.
If they have the resources I would contact someone who using EFT "Tapping" method, which can help release the tears held within different areas of your body.. http://www.emofree.com/ , they even have an online instruction list you could try...otherwise seeking a counselor to help you find your hidden emotions and deal with them properly would be important. I personal also lean towards any Chakra cleansing or meditation.
It's not uncommon, I have overwhelming empathy for the world around me but am only able to cry at Commercials or Movies or others achieving Greatness, yet not when I desire to or need too. By utilizing therapy techniques of locating the depth of the emotion, like in my stomach and acknowledging it or using the Tapping method - can I release what I need to. Also relieves the headaches uncried tears create.

I think people cry in different ways - Wanting to cry, means that you need an emotional release. Maybe something will make you laugh so hard you'll cry. If you just feel like you should cry even though your not then your sadness may linger longer then it should. Don't let guilt become a part of it. You don't have to cry, to mourn- You mourn in your own way. Hang in there-This to shall pass.

you can't cry because you are either depressed, feel hopeless or in other terms don't have the motivation to cry. you've sort of given up on the idea of expressing your emotions because (up to this point) you've faced a lot of disappointment and just don't see the need or the reason to do so. do you feel sort of numb or apathetic about your situation? you could be shutting down emotionally in order to protect yourself from further pain. see a good counselor.

Because you know that crying won't help, which is a good thing. The best thing you can do right now is relax, think about what's bugging you, and figure out how to fix it, or get over it.

when i get this way, and I do, it is usually something little and unrelated that brings out the waterworks, not the big stuff...at those times, I try to link the crying that I am doing to the bigger stuff, so that I can finally cry over teh real problems...it is hard, I know, feeling sad and just "beige" over things.

well i guess you cry inside yourself (implicit) and you dont cry with tears rolling down your eyes (explicit)... maybe you dont have anyone(or you havnt found the right person) to share your tears/ worries with or something like that..? it might build up and when you find the right person in your life you might break down in tears and you will feel better and lighter...

Sometimes you have cried so much that its hard to still cry. You must be having a very hard time lately, I'm sorry, i know how it feels to have pain in your heart, but sometimes you want to cry, but you can't because you already have so much

i don't know. i am kind of the same way. i can be totally sad or depressed inside and not cry. i broke my arm and did not cry. i don't know, i guess it's just a deconditioned reaction.
but yet when onions are being peeled, my eyes are dry, or i am sick, i find my eyes watering.

u probably know that cryin will not solve much. it might make u feel a little better but u should know in order for anything to change you have to get up and do something about it.
