Mystique easy. Doc is bored with life and its simple ways. Only the cold, ruthless, chaotic choices Mystique makes with her life will be able to hold Doc's attention. Hero, villain, merc, freedom fighter, spy, and mother are all roles she has made for herself. These choices would certainly interest Doc, as he can read the future, but who the hell knows what version of Mystique will show up next!
Plus Doc has always been a boob guy.

Mystique cannot be trusted, Smurfette has a good heart and probally does not age.

Considering that Doc Manhattan is about as romantic as the Wall Street Journal, I have to say a vulcan female would probably be better suited for him.
