the umbra is said to be the darker shadow and the penumbra is the lighter one?! is that true. Also is it true that where those shadows hit earth depeending on wat area/contintent they are the only people who will wittness itt??

That is perfectly correct. The umbra is the region which completely blocks out light. Only those people who fall in the umbra region will witness the complete eclipse

In addition to the link provided by The Truth, see this map by NASA about who will see next month's eclipses. You'll understand why almost everybody on Earth will see umbras and/or penumbras during this one, while those in the Pacific area won't.
