I'm assuming any GIF that big is an animation, in which case you need to use the same palette for all frames. This is an option in GIF Construction Set Professional and most other GIF animation builders. If you've already done that, you'll have to consider reducing the number of colors, the number of frames, or the size of the image.

There are many things you can do to optimize the GIF file but mostly you will need some kind of image or icon editor app like Axialis Icon Workshop,Microangelo,..etc..To optimized the gif file you can try to reduce the file size ( smaller height&width), reduce the color pallette from 256 to 8 or something like that or reduce the animation frames. If you don't need the gif file convert to png or jpg.

Changing the format will make the file size smaller, to change the size of the picture you can crop it.
