Spain occupied the Philippines and colonized it. It was not really an affair of civilizing it. Then the Spaniards declared war against the USA about Cuba and they lost. n the process, they lost their colonies in the Far East, one of them being the Philippines. But the US did not do a better job of civilization there and massacred hundrerd of thousands of Philippinos . U.S. attacks into the countryside often included scorched earth campaigns where entire villages were burned and destroyed, torture (water cure) and the concentration of civilians into "protected zones" (concentration camps). Many of the civilian casualties resulted from disease and famine. Reports of the execution of U.S. soldiers taken prisoner by the Filipinos led to savage reprisals by American forces. Many American officers and soldiers called war a "n..g..r killing business". In short, it was not better than Vietnam and Iraq and shows that nothing changes under American sun... It is always the same routine of murders and genocide...

Like most of the Third world they were always civilized

The answer you are looking for is Portugal. However, the question is deeply flawed. The Philippines had a civilization prior to European contact. Perhaps conquered would be more appropriate than civilized.

Spain ruled in Philippines before they lost war against the US. Completing Mimi's info, Spain did not declare war, but US started it after the explosion of one of its battleships. It remains a mystery if it was an accident, an attack of Spain or a self-sabotage to have an excuse to go to war...
