Yes they can. Their long necks and legs give them this ability. If the cow has artritus or is about 10 years old it makes it very difficult for them, but they can. Their necks can reach all the way back to the middle of their stomach, sometimes farther. Their legs can reach that far also, which allows them to scratch their ears.

Actually that's a very interesting question. I rent from a farmer who raises Black Angus cattle, so we have cattle in the pasture behind our property. The mature cattle actually can scratch behind their ears with their hind hooves. They can also whip their heads back and with their long tongues chase off flies on their backs.
(they also love apples--my husband and son got two steers spoiled rotten by feeding them apples from the apple trees on our side of the fence! they would stand at the fence and moo at us until we gave them some apples!)

Yes a cow can scratch his ears with their hind legs... I have seen them do it millions of times.

Yes, I live in Texas (cattle everywhere!). They can lift up their rear leg and scratch their ear. They do have have trouble shuffling cards, however, and they're awfully easy to beat!

No. Their hips and shoulders don't work that way. They can kick you, or jump a fence, but they don't have the rotation of say, a cat.
They scratch by rubbing their body parts against a fence post or tree or something. That is, if they're not in some horrible feedlot with no trees. They whisk flies with their poopy, dirty tails.

the only way they can scratch there ears is to rub up against a object pole,tree, etc I have seen this.
