We could look at Japan as an example. When the U.S. forbade them to develop any military, they put all those resources into commerce and industry and as a result have become formidable competitors on the world market. Therefore: (1) Demilitarization.

We can also consider the various historical ages of expansion, such as those of the Muslim, Dutch, Spanish, and English traders. Here what is needed is a competitive attitude about penetrating markets in other countries, spearheaded by the country's leadership and capital-holders. (2) Aggressive Trade & Expansion. (These might seem contradictory, but I don't think they are because the age of military-backed expansion is over; more subtle methods are needed).

The third priority would be a focus on specific technologies or industries in which India has some potential competitive advantage (an absolute advantage is not necessary). Without a deliberate focus, development will be piecemeal. (3) Analysis of, and Focus on Specific Industry(ies) & Technology(ies).

Essentially, you are talking about moving away from a primarily agrarian society. This is happening already. My own feeling is that it should not be rushed and that doing so out of greed often leads to a sense of loss and regret for the majority, with perhaps a minority wealthy enough to create pastoral enclaves for themselves.

India was not under developed in science or technology.
Among all countries in the world, India has inherited the largest number of ancient manuscripts from time immemorial. They were written on the widest range of subjects known to humans. Indians were the originators of all higher knowledge in the
ancient times. Look at the professional personnel of India.
More than 60% of foreign medical personnel in U.S.A. are
Indians. More than 65% of foreign computer programmers
in U.S.A. are Indians. By using the science and technology
in the manuscripts of ancient India, we can energise the
country for its future needs. Visit my blog for more information:

Cut government regulation in other sectors. All sectors compete for talent, total people employed and capital resources. Highly regulated sectors weaken non-regulated sectors. Deregulate the economy, except in monopoly situations or where fraud is likely and let the market equilibriums reach their own natural clearing point.
