That's kind of a no-brainer. Sacramento, CA.
Seattle is not the capital of Washington, Olympia is.

New Orleans... Not a capital city, and a Gulf Coast State
Albany...Capital city, but an Atlantic coastal state
Thus leaving Sacramento, Ca... Capital and Pacific Coastal State.

Well i just moved from Washington State and Seattle is the most popular city there but it is not the capitol. Olympia is the Capitol of Washington. So i am going to have to go with Sacramento, CA!
