Verhojansk is a very small town with only around 1500 or so residents. It is the coldest permanently inhabited region on Earth. The winter temperatures can drop to almost -70 C. Also, because of its high Northern latitude, there would be no daylight if you visited at Christmas. If you went there to ski, you would probably die quite quickly.

Because of the harsh climate and because it is such a small and remote settlement, Verhojansk attracts very few tourists. Although I'm sure Russian law does not forbid tourism, there are probably no hotels and no, I can't imagine there'd be many shops either.

If you're looking for somewhere cold to spend Christmas, try Lappland or somewhere else a bit more open to tourism.
