My dryer is electric and I don't know how to tell if the electrical plug fuse is blown, I just know the dryer is not drying my clothes.
What would the electric plug fuse that's blown look?

It might look cloudy or have burn marks inside the glass. You might be able to see the copper band actually in two parts inside the glass. You have to know where the fuse box is to even check.You might want to get assistance if you're at all shaky about any of this. Don't want to get zapped!!!!

Your question is not clear. First, are you talking about the electrical fuse box that runs all the electricity of the house? In most places, fuse boxes are no longer in use. Breaker boxes are. It's easy to detect a thrown breaker by looking at the levers and the one that's in the off position is the culprit. Just turn it on.
If the problem is that your dryer works, but doesn't dry, then your heating element is out in the dryer.

If the dryer starts turning when you turn it on, just not heating, then it is the heating element that went. You will need to call a repairman to replace the heating element.

If the dryer does not turn or do anything at all when you turn it on, then it may be the electrical supply. If by "plug fuse" you mean one of those glass, screw-in fuses in the fuse box, you can tell if it blow by looking at the top of the fuse. If you can see a flat or round piece of silvery metal going across under the inside of the top of the fuse then the fuse is OK. If it looks all black or grey scorched marks against the inside of the glass, then the fuse has blown.

If you are talking about the older type glass fuses that screw in, they will look darker color in middle sometimes or there is a little piece of metal going thru them. Take it out and see if the metal is still all one piece or broken. If dark and/or broken metal it is cooked and you need a new one.
The metal piece is small and straight across. If it is broken you can tell easily. It runs right inside the glass.
if the dryer is coming on at all but not drying then the dryer is the problem. Probably need a new element in the dryer.

it should be hooked up to a breaker in the electric box if the breaker is blown it will show a little red on it simply push the little lever all the way off as far as you can this will reset the breaker then push it all the way to the on position . (the breaker must be reset as stated above or it will not turn on LM)
if the dryer runs but does not dry it is more than likely the heating element is out they are not to expensive to replace

I would guess that it has reached terminal decline. In other words it is junk now. The primary reason US voltage is 115 / 230 60 hz and the UK 230 /460 /400 depending on the area. The US utilizes 230v for the Range, cooker your speak, washer etc and 115 for the rest TV, toaster lamps etc. You MAY be lucky and find the equipment has a SM PS which covers 90 to 250 volt and you have only blown the lamps, but I bet not.
