It's just like the playoffs in any sport. You start out small with the regional and then state championships. Then you go to sectionals and nationals. Whatever team is the national team gets to go.

The tournament structure for tournament play is as follows:
(1) District. This is the first level of tournament play. Large districts with many teams may require the use of area tournaments to determine which teams make it to the semifinal round. If the field of teams is large, districts use double-elimination. If the field of teams is relatively small and it would be reasonable to expect all teams to be able to play each other, the district may elect to use a pool play format.
(2) State, province, or country. Winners of the district tournaments advance to play in the state championship (in the United States), provincial championship (in Canada), or country championship.
(3) Regional. Winners of Level 2 play in this level. In some cases, teams have to win a sectional or divisional after winning the state. For example, years ago the Senior League U.S. East regional, held in New Jersey, took only eight teams. Maine, New Hampshire, Vermont, Connecticut, and Rhode Island had to play in a divisional, with the winner advancing to the regional.
(4) World Series. The regional winners advance to the World Series.
As for how players are chosen to represent their league in the district tournament, the local league's board of directors decides the method. Little League recommends that players, league officers, team managers, team coaches, and umpires vote. The players with the most votes are selected. In case of a tie for the last roster spot, the board of directors votes to break the tie.

I'm pretty sure your team has to be in a certain league. Some leagues aren't apart of the LLWS. Most teams are area allstar teams. First you have to qualify for a Regional tournament. If you win that you qualify for 1 of the 8 Super Regional tournaments. The 8 teams that win those go to Williamsport, MA for the LLWS. The other 8 teams are from all over the world.

I believe they work their way through tournaments just like the major leagues, where the winner advances toward the world series. I know the little league has a website, maybe you could check there:

No, its a playoff system, win to advance, double elimination, starts locally, then to region, then to state, and so on.
