I've only let that happen once and it was really because I just couldn't pick an answer fairly. Someone deserved the ten points because there were loads of good answers and it was only fair.
I've always,otherwise, made a point of picking my own.

i let opinion questions go into voting(unless there is a really great answer) because i know that i will be biased. factual questions are easier to decide on a best answer... whatever is correct and gives the most info.
i decide based on the type of question i ask
