I don't understand where you are coming from. Are you asking if new shocks will raise the oil pan? Shocks steady the car, keep it from bouncing like a slinky after every bump, they have nothing to do with the ride height of your car. Now if you oil pan is bottoming out every time you drive, that may be another story. Worn shocks would also cause very poor handling around corners.

Yes but they are struts and a little dificult to change. You might also check engine mounts
