ah but vader is still a newbie and Tarkin was a governor and was in charge of the death star and another thing I find your lack of faith disturbing and here is one for you why didnt 3PO ever mention that vader built him. do robots have shame. and dont say memory flush. 3Po made a reference to Capt. Antilles in New Hope. and Antilles was mentioned in Sith, so his memory is intact.

Darth Vader was only an apprentice at the end of Part 3, the Emperor still had to keep the basic military command structure in place. Darth didn't become a big time commander until part 5.
