It is a question relating to a statement which in fact as long as it is answerable it is a question now if the statement leaves nothing open to a answer then in fact it can only be a statement. So the answer to the statement is a question.

Well...you put a question mark at the end of your sentence..so formally it is a question.

But: is "this" a statement or a question? "This" can be a firm statement.

At last: cannot it be both a statement and a question - depending of the person receiving this sentence?

The more I look on this sentence, the more it looks like a statement...

Question. Though it depends on your definition of statement since you can be 'stating a question', in which case it would be both...

That you prefix your sentence with "Is this" would suggest a question. But technically, it still may be a statement.
