I am laughing so hard my sides hurt!!!!
No, it means that if you have busted your butt to learn skills and become valuable to your company and you make a little more than $7.25 an hour, all the lazy *ss people who cannot hold a job will get the raises, and you will get an increase in the costs to live but keep your same pay.

No, it depends on your company, some will give raises to everyone, some won't.
