i have a feeling it isnt a virus. it's a router issue. i've had the exact same thing happen to me. before i tossed the dam router out the window, everytime my cable provider decided to change the modem ip, the router would wig out and totally lock me out of the web.
u could try: rebooting the net adapter or networking connection...is in the control panel under network connections. then do a right click on 1, click on 'repair'. and have the comp hooked up directly to the cable modem. if u can get on the web after this, the router was the problem. u'll need to unplug the router from the power for about a min or 2, then plug it back in.

Does he have a antivirus program installed? Is it up to date. Has he even scanned it or is this just an assumption. The antivirus program should remove the virus if he scanned it. Another possiblity could be just spyware. Download Adaware and Spybot to a flash drive or some external device....a cd and have him install it on his computer and run it. Otherwise if the program does not remove it, i suggest reloading the O.S.

Stinger is a free virus removal tool from McAfee and can be downloaded from http://vil.nai.com.

This may not remove all of the types of Denial Of Service viruses though.

"Hijack this" may be able to help too.

I had to download a program called "Lspfix.exe" to fix one once. You should be able to yahoo search for it.
