When burning DVD's I have always heard that if you burn them slower, you have a better chance of compatibility with older players, and a less chance of skips. Personally, I ain't never noticed a difference.

The quality would be the same, 8x is just faster. I find that if you burn at a lower speed, you get a better burn. I use between 6x or 4x (20 - 30 min.)

I use a slower burn speed usualy x1 or x2 you tend to get a beter video quality off of the DVD if you burn at a slower speed.
