1&1 Internet includes a BLOG with most of it's packages.......... marketed as "1&1 Blog" in the hosting package specs, it's actually the WordPress blog software - http://wordpress.org - with 1&1 Branding on it. All you have to do is activate it from the hosting service's control panel, and assign which domain name / subdomain belonging to you that you want to point to the blog.......... and they do all the hard work for you, like setting it up / applying updates / making back-ups, etc.
http://www.1and1.com (US version)
http://www.1and1.co.uk/?k_id=3794345 (UK version)

They also provide tools to help market your site.

I currently use Blogger.com for simple blogs. I also signed up with blogexplosion.com (Free) for more free traffic to my blogs.

If you are worried about traffic, I would suggest getting some good hardlink trades with similar blogs around the internet and submit your blog to not only search engines, but blog engines also. Don't forget to submit your blog's feed to RSS sites too for more traffic.
