Because alkaline compounds are better at removing the grease.

Strongly alkaline compounds saponify the greases, which changes their physical and chemical characteristics, making them more readily removed.

I guess because most of the burnt-on residue is grease, which is more acidic, and the basic cleaner will clean it off better.

I just saw a commercial for a "no fume" oven cleaner--sounds interesting. Wonder if the claim is true?
