or been in contact with me or over 1 year. I have written him a letter, e-mailed him, texted and called his cell. He recently moved and I do not have his new address ot telephone #. In response to an e-mail I wrote him, b4 moving in Sept he replied that he would pay after making settlement. He never did. Then when I texted him in January he said would mail it out that weekend. Now he dsnt respond to e-mails, texts or phone calls what should I do?

Depend how much $$ you let him borrow. You can either let it go and never lend him money again or if its up to $5,000.00 take him to small claims court. He is obviously avoiding you and if he wanted to pay you back he probably would have by now.
