Can a homeowner sue a Homeowners Association for not enforcing the bi-laws and deed restrictions?

Possibly, but it may not be easy nor cheap to do so. Start by reading and memorizing all of your association documents, Articles of Incorporation, By-Laws, and Declaration of Covenants. See what they say.

Then, you may want to enlist other association members who at least can give your suit credible testimony.

In any case, I expect the Directors are protected both in the documents and by insurance against any personal liability.

Yes, but you're basically sueing yourself. You might want to bring the violations up with other home owners and have the HOA chnage their ways.
