Individuals with out a doubt. If all individuals would take responsibility and be better people, society would show this as well.

We the individuals have an obligation to society. If all of us do our part then society will work as we wish, there it can be seen that not all are conforming to the desired obligations. If all were following what was put down by society then we would not need prisons or police.

From my point of view, Society, simply because from very young I deny my self from becoming part of any so call Society, simply because I learn very young, they are all corrupted, my society are each individual person and peoples I meet and I have for friends, even someone I just meet, that is the only way I can fell I have more Obligation than him/her because at the time of having a talk a/o a relationship they are part of my only true Society. Society a/o Societies, in general haven't giving me anything, nothing, as each individual can have, although I'm also a tax payer.

I think the individual must lead a life of personal responsibility so we can give our children moral values
