When i son was born, Mercury was in retrogade, His details: 20/02/2001, time:13:28,Place:nuneaton,UK. He has some health and development related problems. He is 6yrs now, still has mental capability of 2-3 yr old child. Is this because mercury was in retrograde? what should i do to improve his life?

No.
Lots of people are born with Mercury retrograde and it does not make much change. The sign, placement, interractions with other planets etc, house position and so on are more indicative.
I run his chart very quickly . He has a major T-square between Sun in pisces (8th house), Jupiter in Gemini (9th house) and Mars in Sagittarius (5th house I think..jotted down notes very quickly). Among other things he has challenging aspects in the signs of "knowledge and learning" which are Sagittarius, Gemini, Aquarius and others.. (he has planets in Aquarius too..Moon, Mercury are there cohabiting with Uranus and Mercury but in different houses : 7th and 8th).
Frankly I would not have a clue about how to make him better. I am not a doctor nor qualified to diagnose or give advice.
All I can do is giving you some insights if you wish.
It takes a long time to analyse a chart and just cannot be done in 2 minutes. It takes hours..if you want to do it properly.

What sign was Mercury in when it was retrograde? Makes a big difference.
What are the health issues?
You didnt give enough information to be helpful.
I will say this, mercury rerograde might be a blessing in diguise in the sense that it might represent a "lesson" in patience, perhaps signifying a more cautious and reserved sense of time rather than rushing in to things and places better left untouched.
Work on the physical issues right away. Mercury will give your son a great curiosity for intellectual matters, an abiliy to communicate and to express himself. Perhaps this retrograde appars to be a drag on his life at the moment, but it's nothing he cant handle. and you too.
