Hair- i'd say flat iron it to get rid of some of that poof. For the bags: what u want 2 do (wether she has bangs or not) is pull the area in the fromt strait up. brush it. twist it as tight as it goes. pin it back with 3 bobby pins, 1 across, one diagonal, and 1 diagonal the other way. Sounds weird but looks sooo hot if done right.
colors- im not sure if u mean makeup of clothes so i'll gove u both clothes: green, neautrals, sky blue, white, and purple ( the official color of royalty). makeup: use a peachish color on her cheeks. For her eyes u want 2 stick 2 color nearly the same as her eye color ( green, deep blue, and hazel like). lips should go w/ clear glosses or a light pink/ neautral color.

She should wear purples or greens. Here is some of my makeup advice:
EYESHADOW
Wear purples or greens. They will look great with her eyes and hair. First, use a light green or purple from her lash line to her brow bone. Then use a shimmery purple or green from her lash line to her crease. Then use a dark purple/plum or green in her crease only. I recommend Clinique eyeshadow or if you want to get some high-quality stuff for cheap, Maybelline or Jordana. Jordana is better- it is better quality. You can buy their products at www.bestbeautyonline.com.
MASCARA
I would usually recommend a dark brown, but I think that black would look way better on your BFF. Always keep it to one coat. Trust me. More than one looks gunky. You can only use the really good brands of mascara- don't try to use Maybelline. Use Clinique. The other brands may seem good at first, but they are always bad-looking in the end.
EYELINER
Use a brown eyeliner. Don't go really heavy with it though- keep it light. If it starts looking too heavy, then use a tan.
BLUSH
Use a bronze color or light pink. Suck your cheeks in and sweep it into the hollows of your cheeks. Then blend out to your hairline.
LIPS
Use a pinkish lipgloss that is shiny. It will look really good. I recommend Juicy Tubes from Lancome, but anything will work. Also try the Burt's Bees Lip Shimmers. You can pick them up at your grocery store. They have a really shimmery shade called Champange, and it doesn't have much color. But then they have one just like it called Guava which is basically the same except for it has a pink tint. Then there is Watermelon, which is darker and isn't shiny. There are other shades too. NAILS
Use a light pink color that is really glossy. I recommend Jordana nail polish- it's the best and it's not really that expensive. You can get it at this link: http://bestbeautyonline.com/frenchmanicure.asp. I recommend the "Barely Pink" color.

ok so i have pretty much the same deal and these are my tips:
First of all for the hair: i would try a straightener first and see if she likes it, when it come to frizz its all about the smoothing creme after you straighten (my favorite is Bed Head After Party) and really focusing on the fly aways esp around the face. you could also try curling it with a big barrell curling iron (1 1/2 inch to 2 inch). the trick with that is putting some moose in when its wet and then blow drying before you curl and using the iron like a straightener sliding it down from the roots and then curling up.
For the makeup: purple eyeshadow looks beautiful with green eyes it really makes them pop (MAC has some great colors: creme de violet is a great one!), i also love using golds and browns because they really compliment the hair with the eyes.. and mascara is KEY.

For her eyes:
Browns, cremes, purples, glittery gold or silver...these would really bring out the green in her eyes.
She should avoid rouge and blush on her cheeks as it would shadow the eyes.
For her hair:
The best look for frizzy hair would be to tie it up in a pony and let a few strands fall across her face (kinda like bangs)
Since she has long hair she could try straightening a few strands and leaving others frizzy. It'll give her a nice look.

fall colors look best on green eyed and slight freckled people as far as hair: use a sleeking / smoothing gel on the hair and brush either back or framed around her face and try both ~you'll both be surprised how different this will look. Have fun!!! : ) ( just in case you don't know golds, greens and fawn or tans are the best bet!!!

for her eyes: dark brown or dark green. like a chocolate brown, the dark green would be a sage color. or you could combine the 2 with dark brown eyeliner and sage green eyeshadow. line eyes with the eyeliner and use a foundation sponge to smudge. then apply a little bit of subtle green eyeshadow ( i suggest cream it stays on longer, try maybeline mousse) along where your eyeliner is. then apply a coral stick blush, draw to xs with the blush and gently blend into the apples of your cheeks while smiling. then dust a translucent powder over the blush to keep in place. for your lips do a peach colored lip gloss. fill in lips with a matching peach lip liner and then dab the lip gloss(they have a nice one at sephora) in the center of your lips. finish off with a matching brown mascara(3 coats) on bottom and top lashes.

hello! i think that your friend should try out Sunsilk Anti-poof...I love that stuff...it really helps cut down on the poof after you blow dry your hair. Also I really love Mark makeup..not sure if you have heard of it...Avon makes it. There is a really pretty greenish silvery color eyeshadow in there called Heavenly. She should try that one. Also they have great lipgloss called Glow Baby Glow...she should try the color Sweet Talk which is a light pretty pink color. All their lipglosses are non-sticky and taste and smell like mint. Have her go to MeetMark.com and she can check it out. =)

With her eyes she should wear purples, greens and light cremes.
As for hair you should have her make an appointment with a stylist for a one time session that may cost a lot up front, but will offer priceless advice, tips and a fresh start
